Making Sure you Are Eligible to Vote
Next February, the City of Edinburgh Council will be holding a referendum on a proposed package of transport measures, which will include congestion charging.
The city council can only send ballot papers to those who are on the Edited Register - and not the full electoral roll used for normal elections. Many people are not on the Edited Register, as this can be bought by companies for junk mail.
If you have ticked the box on the electoral registration form opting out of the Edited Register, you can still take part in the referendum by completing a form, and returning this to the Council. Copies of the form are available at:

As many people (estimated at 30% of Edinburgh's voters) opt to be excluded from this edited version because it can be purchased by companies for canvassing etc. you will need to follow the link above to get your opportunity to vote on the congestion charge.
(If you *are* registered to vote and *have not* opted out of the Edited Register you need not worry about this.)

General Questions

Question 1:
I opted out of the Edited Register, how can I make sure I get a vote?
Answer:
If you opted out of the Edited Register, but are on the Full Register you are still eligible to vote. You must complete and return a form to ensure you are added to the Referendum List. This will not mean that you have opted in to the Edited Register. The Referendum List will not be available for sale.
Question 2:
I can't remember if I opted out of the Edited Register?
Answer:
You can either complete and return a form or wait until the beginning of December and check whether you appear automatically appear on the Referendum List. Copies will be available in CIS Offices.

What is the difference between the Edited Register and the Full Register?
Answer:
The Full Register can only be used for certain statutory purposes. The Edited Register is available for sale to any person or commercial company.
